Its blackface. Basically pre-Civil Rights, white Americans use to paint or wear black mask in movies, plays, etc etc to mock black ppl and replace them as for most of American history blacks were kept/limited from performing. It's a well known symbol and legacy of racism. The mask is of Afro-Brazilian football player Pele.
